Each candidates application for a place on the ballot must be accompanied by a nonrefundable filing fee of two hundred dollars ($200) or, in lieu of the payment of a filing fee, a petition signed by no less than 25 qualified voters of the City or one-half of one percent of the total votes received in the City by all candidates for Mayor in the most recent mayoral Special Election, whichever is greater.
